Changes:
	General:
		- Implemented logging(loguru) throughout back and front
		  ends(primarily error handlers)
	Frontend:
		- Implemented setting commands for telegram bot command
		  menu
	Backend:
		- A schema and a table for bot are created in PGSQL DB
		  if there are no any
